I.
POSITION SUMMARYThe ideal candidate for Director of Fiber Network Engineering will be a seasoned Senior Network Engineer that has experience in managing and implementing plans, designs, and development of all aspects of a fiber network system for an ISP and meeting the requirements for performance, security, and compliance with relevant standards and regulations.
Identifies network requirements for hardware, software, and services that will provide optimal solutions and meet the needs for capacity and growth of the fiber network.
The Director of Fiber Networks will also build and lead a team of technicians to support all aspects of network design, support, maintenance, and operation.
II.
REPORTING RELATIONSHIPSA.
Reports to:
General Manager, C2FIB.
Supervises:
Fiber Network Engineer, Fiber Network Architect, Fiber AnalystIII.
MAJOR RESPONSIBILITIESA.
Manages and directs network operations and activities of the C2F network, including network design, network management tool administration, preparing reports, establishing budgets, comparing and analyzing options, maintaining public relations, and managing assets.
B.
Maintain knowledge and understanding of network infrastructure technology, protocols, and standards.
C.
Prepare recommendations and supporting details of formal project proposals for network connectivity and configurations.
D.
Interact with internal and external teams to understand network requirements and prepare network changes for implementation.
E.
Regularly interact with Diamond State Networks, telecom providers, equipment suppliers, and third-party network vendors to engage their technical resources to perform tasks.
F.
Communicate, manage, and implement technical solutions.
G.
Manage and assist in the deployment of the network to meet and exceed the Service-Level-Agreements (SLA's) requirements and Metro Ethernet Forum (MEF) standards.
H.
Implement standards to accommodate growth and expansion.
I.
Create test plans, Methods of Procedures (MOP), documentation, and service configurations.
J.
Standardize, configure, and validate network devices:
routers, transport, Layer 2/Layer 3 switches, and Network Interface Devices (NID's).
K.
Work closely with FECC and C2F OSP staff when designing and implementing network changes, hardware, customer premise equipment, NOC services, and new construction.
L.
Maintain licensing for all hardware, software, services, and purchasing of IP addresses.
M.
Manage all aspects of multiple wholesale internet contracts with multiple telecom providers.
N.
Manage VoIP support services to residential and business customers.
O.
Provide exceptional service to both internal and external members and customers.
IV.
INTERNAL RELATIONSHIPSA.
Work closely with the General Manager to provide updates on network health, deployment, design, security, maintenance, and collaborations with vendors, tele-communication companies, Diamond State Networks, and other companies under contract.
B.
Work alongside FECC IT Manager and Engineering staff to effectively manage network deployment and fiber communications to FECC substations, offices, operational network devices (SCADA), and metering technologies.
C.
Peers with Director of Fiber Operations and Director of Sales and Marketing to coordinate design, maintenance, outage response, planning, and technical support.
D.
C2FI and FECC senior staff to attain the goals that have been set for this position.

POSITION REQUIREMENTSThe successful candidate should have extensive knowledge of the telecom industry, operations, and technologies and must be skilled in communications.
The combination of education and experience should be significant.
EDUCATION and EXPERIENCEA.
Bachelor's degree in Computer Science and 7 years of experience or 10
years of equivalent Engineering/Technical experience.
B.
Experience required in coordination and implementation of technology projects.
C.
Experience with Transport Dense Wavelength Division Multiplexing (DWDM) networks.
D.
Experience with Routing and Switching.
E.
Experience in configuring, trouble shooting, and managing Border Gateway Protocol (BGP).
F.
Implements network connectivity for GPON, XGS-PON, and co-location services, including documentation of network connections.

DZSI Suite of products.

Juniper Routing and Switching.

Libre or other such monitoring platforms.

Device provisioning through customer information systems.
JOB KNOWLEDGEShould be able to quickly develop a working knowledge of Cooperative procedures, practices, and policies.
Must be able to perform the core elements of the position competently, following a training period not to exceed 90 days.
ABILITIES and SKILLSShould be skilled in meeting and dealing with the public.
Must be able to effectively communicate technical information both orally and in writing.
Ability to set and achieve goals without intervention or feedback.
Excellent organizational skills are required.
Should have strong computer skills and ability to learn new software and skilled in all Microsoft Offices software.
Must possess a valid driver's license.
